Alright, for those of you who cannot get the cheats to work, i was once one of you, helpless and stuck on the last level and annoyed that there was a boat you had to play to level 9 on admiral to get.
the codes work when you have your controller plugged into port one. use only at the title screen and then push start, you will hear a sound.
if that doesn't work for you, i don't know what to tell you. but i had a lot of trouble getting it to work at @!*%.
